Recovered Fibre Receival and Inspection Procedure

Purpose. This procedure sets the steps for receiving, weighing, inspecting, grading and storing recovered paper and cardboard loads at the mill and the depot.
1.Arrival and weighing
Every load must be weighed in over the weighbridge and the delivery docket checked against the purchase order and the contractor's grade declaration. The driver must be inducted or hold a current site induction and must remain in the vehicle or the designated safe area while the load is inspected. Loads without a docket will not be accepted.
2.Inspection
The receiving operator must inspect the load for contamination before unloading, including plastics, waxed board, food waste, glass, metal, textiles and wet or mouldy material. The operator will estimate the contamination percentage using the site grading guide and record it. Loads above the contamination limit for the declared grade must be held for the superintendent's decision.
- Check for prohibited items: pressurised containers, chemicals, medical waste, batteries
- Check moisture: reject loads that are visibly wet through
- Check for mixed grades and re-grade if needed
- Photograph any load that is held or rejected
3.Unloading
Tipping trucks will unload only in the designated bay with the forklift and pedestrians clear. Baled loads will be unloaded by forklift with the load restraint released in the correct sequence. Bales must be inspected for broken strapping and stacked no more than three high in the yard.
4.Grading and storage
Material will be graded as old corrugated containers, mixed paper, sorted office paper or news and magazines, and stored in the marked bay for that grade. Bays must be kept separate so that grades are not mixed. Stock levels by grade must be recorded at the end of each shift in the Production Shift Log.
5.Rejected loads
A rejected load will be recorded with the reason and photographs, and the contractor will be notified by the superintendent on the day. Rejected material must be removed by the contractor or, where agreed, disposed of at the contractor's cost. Repeated rejections from a contractor will be raised with the sales office.
6.Safety
High visibility clothing, safety boots and gloves are mandatory in the yard. Pedestrians must use the marked walkways and must never enter the tipping bay while a truck is unloading. Forklift operators must hold a high risk work licence and complete the pre-start checklist every shift.
