Purpose. This register lists every hazardous chemical and dangerous good stored or used on site, its location, quantity, class and the controls and emergency information for it.

1.Purpose of the register

The register is the site's record of hazardous chemicals and dangerous goods as required by the Occupational Health and Safety Regulations and the Dangerous Goods Act. It is used by operators, the emergency response team, contractors and the fire brigade. A current safety data sheet must be held for every entry and be no more than five years old.

2.Major inventory

The following chemicals make up the major hazardous inventory on site. Quantities are maximum storage quantities and the storage location is the bunded area or tank named.

  • Sodium hydroxide 50 per cent: white liquor plant and bleach plant tanks, corrosive
  • Chlorine dioxide generated on site: bleach plant, oxidising and toxic gas
  • Sulphuric acid 98 per cent: chemical make-up bund, corrosive
  • Hydrogen peroxide 50 per cent: de-inking and bleach plant, oxidising
  • Black liquor: evaporators and recovery boiler feed tanks, corrosive and hot
  • Sodium chlorate: chlorine dioxide generator feed, oxidising solid
  • Diesel: fuel farm, flammable liquid
  • Quicklime and lime mud: causticising plant, corrosive dust

3.Controls

Every storage is bunded to hold at least one hundred and ten per cent of the largest tank. Incompatible chemicals are stored in separate bunds. Transfer lines are labelled with the contents and direction of flow, and unloading points have emergency showers and eyewash stations within ten metres. Personal protective equipment for each chemical is specified on the safety data sheet summary card at the point of use.

4.Placarding and manifest

The site is placarded at the entrance and at each storage in accordance with the dangerous goods placarding requirements. The dangerous goods manifest, the site plan showing storages and the emergency plan are held at the main gate for the fire brigade. The manifest is updated whenever a storage quantity or location changes.

5.Review

The HSE team reviews the register quarterly and whenever a new chemical is introduced. New chemicals must be approved through the chemical approval process before purchase, including a safety data sheet review and a risk assessment. Entries for chemicals no longer on site are archived, not deleted.
